Maritime ports are an important part of the bloodstream of global trade and logistics. Over the past decade, China has become a key global investor and port operator. Its growing interest in Poland’s ports included the participation of Chinese companies in a tender for the lease of land in the western part of the Port of Gdynia for a container transshipment terminal and offshore
wind farm components. The Polish government is in turn progressing with new works on certain projects and issuing new strategic documents on directions of intermodal transport development are taking place, which will be in line with the EU’s guidelines (e.g. TEN-T).

The series of expert discussions aim to bring to experts and public opinion a wider context of China’s investment activity in Poland’s and international ports, with its significance for economic cooperation and security. The analysis of the outcome for different ports can accelerate discussion about the possible scenarios for Poland, especially in the context of the forthcoming new ports strategy paper.

Part II. China and the International Maritime Ports – Cooperation and Security Challenges

The tension between the economic reality and security challenges can be well observed in the context of port investments. The overlapping dimensions are economic cooperation and security of the critical infrastructure, especially in the context of the rapid digital transformation of port logistics. The latter might become an issue in the context of NATO’s Host Nation Support and EU’s Military Mobility. The discussion will be focusing predominantly on the EU’s ports, like Rotterdam or Antwerp.

Alicia García Herrero - Chief Economist for Asia Pacific at Natixis CIB. She is also a Director withnthe Center for Asia-Pacific Resilience and Innovation (CAPRI). Alicia serves as Senior Fellow at the Brussels-based European think-tank BRUEGEL and a non-resident Senior Follow at the East Asian Institute (EAI) of the National University Singapore (NUS). Alicia is also Adjunct Professor at the Hong Kong University of Science and Technology. Finally, Alicia is a Member of the Council of Advisors on Economic Affairs to the Spanish Government and an advisor to the Hong Kong Monetary Authority’s research arm (HKIMR) among other advisory and teaching positions. In previous years, Alicia held the following positions in: Banco Bilbao Vizcaya Argentaria (BBVA), Bank of International Settlements (BIS), Bank of Spain, European Central Bank, Banco Santander and the International Monetary Fund.

Dr Frans-Paul van der Putten - a Founder of ChinaGeopolitics.nl. He studied history at Leiden University, where he specialised in the history of European imperialism in China. Prior to joining Clingendael he worked as a researcher at Nyenrode business University. From January 2007 until August 2022, Frans-Paul worked at the Clingendael Institute as a (Senior) Research Fellow on China. In June 2019 he was one of the founders of the Clingendael China Centre. From May 2021, Frans-Paul was also the head of programme for the secretariat of the Dutch Knowledge Network on China. After leaving his position as Senior Research Fellow, he started his own business as an independent expert on China and geopolitics.

Tim Rühlig - Senior Research Fellow at the German Council on Foreign Relations in Berlin. Specialisation: EU-China relations, German-China relations, China’s geopolitics of technical standardization, the emerging tech rivalry, Chinese foreign policy-making, China’s political economy and Hong Kong politics.

Vincent De Saedeleer - Deputy Managing Director of CSP Zeebrugge Terminal, Managing Director of ConSur, Honorary Consul of Kingdom of Norway. In the past also Member of Board PortConnect Ltd. He holds Master’s degree in Business/Managerial Economics on University of Antwerp.

Ehud Gonen – Ph.D. Candidate at the Department of Asian Studies and researcher at the Maritime Policy and Strategy Research Center (HMS). Former Israeli diplomat, business analyst and strategic consultant. Expertise: Economist, Geo-Strategic Analysis, Blue Economy - Maritime and Shipping, International Trade, Foreign Direct Investment (FDI)
